There is a product called pigeon spikes that are supposed to keep pigeons from landing where you don't want them. No idea if your hoop house could support them.

Grind up some chocolate Ex lax, mix it with seed and put it out for them. They should make it back to your neighbors just in time.

I've used fishing line before to keep birds off. If there is a way to put the fishing line between the birds and where they are landing they stay away. It can trip them up and they know it, so they stay away.

Plastic birds of prey only work for a short time. For having a brain the size of a pea they will figgur it out.
1- get a gun (air gun if you want to stay quite) 2- go to a boat and marine shop. You will see many moored boats with big spinning (wind driven or solar) rods on top of them to keep the gulls off. I have heard, crush up alka seltzer and toss it in with the bird seed, bloats them up and they die. Don't know if it works, our farm owl and hawk population keep them at bay.

The most humane and effective way of driving away small birds is to obtain a recording of small birds being attacked by birds of prey and to play it on a loop near the infested area. This is a permanant solution as it will condition the birds to recognise your yard as a dangerous area. The recordings can be obtained online and just a small diskman and single speaker setup will do the trick.
