Very simply, yes. GE does things with genes that cannot be done with traditional plant breeding; that is what makes it different. Secondly, it is known fact that some GE crops are toxic to humans...

Conventional seeds have been "tested" for thousands of years already. I can't see any reason, for example, to test the safety of 5,000 year old wheat. Can you?
